Whenever any city, town or village in this state, whether acting under special charter or organized under the general incorporation laws relating to cities, towns and villages, shall, by ordinance duly enacted order any street, alley, avenue, public highway or sidewalk now existing therein or which may hereafter be created and opened for public use, or any part or parts thereof, to be graded, constructed, reconstructed, paved, guttered, curbed or otherwise improved or repaired, it shall be the duty of every railroad corporation owning, operating or leasing any railroad which abuts or adjoins any such street, alley, avenue, public highway or sidewalk, to grade, construct, reconstruct, pave, gutter, curb or otherwise improve and repair the part or parts of such street, alley, avenue, public
