Whenever it appears to the director that any insurer or any director, officer, employee or agent thereof has committed or has threatened to commit a violation of sections 382.010 to 382.300 or of any rule, regulation, or order issued by the director pursuant to sections 382.010 to 382.300 , the director may apply to the circuit court for the county in which the principal office of the insurer is located or to the circuit court for Cole County for an order enjoining the insurer or the director, officer, employee or agent thereof from violating or continuing to violate sections 382.010 to 382.300 or any such rule, regulation or order, and for such other equitable relief as the nature of the case and the interests of the insurer's policyholders, creditors, shareholders, or the public may requ
