Text

1.Except as otherwise provided, any interested person aggrieved by any order of the director under the laws of this state relating to insurance in this chapter, chapter 354 , and chapters 375 to 385 , or a rule adopted by the director, or by any refusal or failure of the director to make an order pursuant to any of said provisions, shall be entitled to a hearing before the director in accordance with the provisions of chapter 536 .  A final order issued by the director is subject to judicial review in accordance with the provisions of chapter 536 .  However, any findings of fact or conclusions of law in any order regarding the actual costs of the investigation or proceedings under section 374.046 , or the classification of any violation under section 374.049 , shall be subject to de novo
