Text

The general assembly shall at all times have power to prescribe such regulations, provisions and limitations as it may deem advisable, which regulations, provisions and limitations shall be binding upon any and all corporations, domestic or foreign, subject to the provisions of this chapter, and the general assembly shall have power to amend, repeal or modify this chapter at pleasure; provided, however, that the repeal of this chapter shall not affect any right accrued or established or any liability or penalty incurred under the provisions of such law prior to the repeal thereof.
