1.Notwithstanding any other provision of law to the contrary, anyone who participated in the American Legion's Missouri Boys State Program or the American Legion's Missouri Girls State Program, after an annual payment of an emblem-use fee to Missouri Boys State or Missouri Girls State, may receive specialty personalized license plates for any vehicle such person owns, either solely or jointly, other than an apportioned motor vehicle or a commercial motor vehicle licensed in excess of twenty-four thousand pounds gross weight.  The American Legion Missouri Boys State and the American Legion Missouri Girls State hereby authorizes the use of its official emblem to be affixed on specialty personalized license plates within the plate area prescribed by the director of revenue and as provided i
