1.The Wilson's Creek National Battlefield Foundation may authorize the use of its official emblem to be applied on multiyear personalized license plates as provided in this section.
2.Any contribution to the Wilson's Creek National Battlefield Foundation derived from this section, except reasonable administrative costs, shall be used for the purpose of promoting and supporting the objectives of the Wilson's Creek National Battlefield Park. Any vehicle owner may annually apply to the foundation for use of the emblem. Upon annual application and payment of a twenty-five dollar emblem-use contribution to the foundation, the foundation shall issue to the vehicle owner, without further charge, an "emblem-use authorization statement", which shall be presented by the vehicle owner to the d
