The division of employment security is authorized to participate in federal comprehensive manpower programs authorized by the United States Department of Labor and to pay allowances provided by such programs in the manner provided for payment of benefits in section 288.290 .4, to execute on behalf of this state agreements or contracts with the appropriate federal agencies containing such provisions as may be necessary or desirable to enable this state to participate in such programs, to expend all funds made available for the purpose of such programs by this state or local subdivisions thereof or by the federal government, to supervise the expenditure of such funds and the conduct of such programs by other public and private agencies in this state, and to make such reports and certificatio
