When, in the judgment of the director, any person has been repeatedly in violation of the animal health laws so as to pose a substantial ongoing risk to the livelihood of other livestock owners in this state by the dissemination of disease, the director may apply to the circuit court of the county in which such person resides, and such court shall have the authority to grant an order enjoining temporarily or permanently that person from engaging in the business directly or indirectly of possessing, owning, raising or otherwise maintaining custody of any livestock of the type constituting such risk.
