The state veterinarian shall have power and authority to make and enforce such regulations as may be necessary to control and prevent the spread of tuberculosis among animals in such county and for the creation and maintenance of such county as a modified accredited area to the extent and so that the same shall conform with the rules and regulations promulgated by the Secretary of the Department of Agriculture of the United States to the end that such county may be recognized and adopted by the United States Department of Agriculture as a modified accredited area; provided, further, that the state veterinarian shall have authority in his discretion to quarantine or cause to be quarantined the animal or animals in custody of or owned by any person who refuses to cooperate with the state vet
