The Southern Dairy Compact, the full text of which is hereinafter set forth and confirmed by the Missouri legislature, is hereby entered into on behalf of the state of Missouri.  The compact shall become effective when enacted into law by at least two other states within the compact group of states and when the consent of Congress has been obtained.  The full text of said compact is as follows: SOUTHERN DAIRY COMPACT ARTICLE I.  STATEMENT OF PURPOSE, FINDINGS AND DECLARATION OF POLICY
