All fencing coinciding with the boundary between individual landowner property and the portion of the historic Missouri Rock Island Railroad corridor owned, leased, or operated by the division of state parks shall be maintained by the division of state parks within the department of natural resources, with funds expended from the state park earnings fund created under section 253.090 for such purposes, by either repairing and maintaining such fence by and with staff employed by the department or the service of volunteers authorized under section 253.067 , by contracting with a third party, or by providing all necessary supplies and equipment needed to an individual landowner or landowners whose property coincides with the boundary of the corridor and who agree to perform the repair or main
