In addition to all other powers granted by sections 238.200 to 238.275 the district shall have the following general powers:

(1)To sue and be sued in its own name, and to receive service of process, which shall be served upon the district secretary;
(2)To fix compensation of its employees and contractors.  All construction contracts in excess of five thousand dollars between the district and any private person, firm, or corporation shall be competitively bid and shall be awarded to the lowest and best bidder;
(3)To purchase any real or personal property necessary or convenient for its activities.  All outright purchases of personal property in excess of one thousand dollars between the district and any private person, firm or corporation shall be competitively bid and shall be awa
