1.  The commission shall use a competitive procurement process to form a public-private partnership under sections 227.600 to 227.669 and may proceed with a project under sections 227.600 to 227.669 only if the commission issues a request for proposals for the financing, development, and/or operation of the project on the commission's own initiative or in response to a request for approval submitted by a potential private partner under section 227.606 . 2.  The commission shall publish a public notice of the commission's request for proposals, including any deadline for submission of such proposals.  The notice shall be published once a week for two consecutive weeks in:

(1)A newspaper of general circulation in the city where the proposed project is located;
(2)At least one construc
