There is hereby created the "Missouri Elderly and Handicapped Transportation Assistance Program".  The purpose of this program is to provide state financial assistance to defray operating costs incurred by corporations providing transportation services to the elderly and handicapped at below cost rates as long as matching federal funds or local or private funds, or both, are available and received.
