1.Upon approval by the Centers for Medicare and Medicaid Services, the Food and Nutrition Services within the United * States Department of Agriculture, or any other relevant federal agency, the department of social services shall limit any initial application for the Supplemental Nutrition Assistance Program (SNAP), the Temporary Assistance for Needy Families program (TANF), the child care assistance program, or MO HealthNet to a one-page form that is easily accessible on the department of social services' website.

2.Persons who are participants in a program listed in subsection 1 of this section who are required to complete a periodic eligibility review form may submit such form as an attachment to their Missouri state individual income tax return if the person's eligibility review

The department of social services shall limit periodic eligibility review forms associated with the programs listed in subsection 1 of this section to a one-page form that is easily accessible on both the department of social services' website and the department of revenue's website.

3. Notwithstanding the provisions of section 32.057 to the contrary, the department of revenue shall share any eligibility form submitted under this section with the department of social services.

4. The department of revenue may promulgate all necessary rules and regulations for the administration of this section. Any rule or portion of a rule, as that term is defined in section 536.010 , that is created under the authority delegated in this section shall become effective only if it complies with and is subject to all of the provisions of chapter 536 and, if applicable, section 536.028 . This section and chapter 536 are nonseverable and if any of the powers vested with the general assembly pursuant to chapter 536 to review, to delay the effective date, or to disapprove and annul a rule are subsequently held unconstitutional, then the grant of rulemaking authority and any rule proposed or adopted after August 28, 2023, shall be invalid and void.
