The department of health and senior services may establish through rule promulgation an administration and processing fee, exclusive of any application or license fee established under Article XIV of the Missouri Constitution, if the funds in the Missouri veterans' health and care fund are insufficient to provide for the department's administration of the provisions of Article XIV . Such fees shall be deposited in the Missouri veterans' health and care fund for use solely for the administration of the department's duties under Article XIV .
