1.The department is authorized to establish a program to improve the quality of emergency care for pediatric patients throughout the state and to implement a comprehensive pediatric emergency medical services system in accordance with standards prescribed by sections 190.001 to 190.245 and rules adopted by the department pursuant to sections 190.001 to 190.245 .

2.The department is authorized to receive contributions, grants, donations or funds from any private entity to be expended for the program authorized pursuant to this section.
