1.  There is hereby created the "Principal-Administrator Academy" under the auspices of the department of elementary and secondary education.  The academy is not a single institution, but is an organizational framework for a wide array of educational and training programs for school leaders in conjunction with statewide entities specifically established to support the development of principals and superintendents, which may be conducted at several sites in the state by the department of elementary and secondary education, individually or through contract. 2.  Programming for the academy shall include the development of:

(1)A review of all preparation programs of school administrators in the state of Missouri to ensure that the programs are of proper quality and the content of such prog
