1.By July 1, 1994, the state board of education, within existing resources provided to the department of elementary and secondary education, shall have established and implemented a procedure for annually reporting the performance of public high school students who have completed a vocational education program in their high school or at an area vocational school.  The purpose of such report shall be to assist in determining how schools are preparing students for success in the job market or for advanced postsecondary education.
2.The procedures shall be designed so that the reporting is made by the name of each high school that offers a vocational education program and by each area vocational school.  The procedures shall not be designed so that the reporting contains the name of any
