1.The department of elementary and secondary education shall develop criteria, with input from teacher educators in this state, to select which of the eligible applicants shall receive the scholarships made available under sections 160.276 , 160.278 , 160.281 and 160.283 .
2.Students making application for the scholarships provided under sections 160.276 , 160.278 , 160.281 and 160.283 shall indicate their first, second, and third preference as to which of the colleges and universities which have provided the necessary matching funds to participate in the scholarship program established under sections 160.276 , 160.278 , 160.281 and 160.283 they wish to attend.
