If the interest rates allowed under the provisions of this act * are greater than the interest rates allowed under the provisions of senate bill no. 554 ** of the second regular session of the eightieth general assembly, then the interest rates allowed under this act * shall prevail over the interest rates set in senate bill no. 554 ** .
