Subdivision 1.Scope. As used in sections65A.31to65A.42, unless the context otherwise requires, the terms defined in this section have the following meanings given to them. Subd. 2.Insurer. "Insurer" means any insurance company or other organization licensed to write and engaged in writing property or liability insurance business, including the property or liability insurance components of multiperil policies, on a direct basis, in this state, except where such insurer is specifically exempted by statute from participation in this program.
