Text

Subdivision 1.Issuance. Following receipt of an application filed under section62A.4512, the commissioner shall review the application and notify the applicant of any deficiencies. The commissioner must approve or deny an application within 90 days after receipt of a substantially complete application, or the application is deemed approved. The commissioner shall issue a certificate of authority to an applicant provided that the following conditions are met:

(1)the requirements of section62A.4512have been fulfilled;
(2)the individuals responsible for conducting the applicant's affairs are competent, trustworthy, and possess good reputations, and have had appropriate experience, training, or education;
(3)the applicant is financially responsible and may reasonably be expected to meet it
