(a)As a condition of doing business in Minnesota or providing coverage to residents of Minnesota covered by this section, each health insurer shall comply with the requirements for health insurers under the federal Deficit Reduction Act of 2005, Public Law 109-171 and the federal Consolidated Appropriations Act of 2022, Public Law 117-103, including any federal regulations adopted under those acts, to the extent that they impose a requirement that applies in this state and that is not also required by the laws of this state. This section does not require compliance with any provision of the federal acts prior to the effective dates provided for those provisions in the federal acts. The commissioner shall enforce this section. For the purpose of this section, "health insurer" includes self
