Subdivision 1.Effect. Sections60A.50to60A.592are supplemental to any other provisions of the laws of this state, and must not preclude or limit any other powers or duties of the commissioner under such laws, including, but not limited to, chapter 60B and sections62D.041,62D.042,62D.18, and62D.181. Subd. 2.Exemption. The commissioner may exempt from the application of sections60A.50to60A.592a domestic health organization that:

(1)writes direct business only in this state;
(2)assumes no reinsurance in excess of five percent of direct premium written; and
(3)writes direct annual premiums for comprehensive medical business of $2,000,000 or less.
