A local governmental unit may by resolution request that the council extend the time for fulfilling the requirements of sections462.355, subdivision 1a,473.175, and473.851to473.871. A request for extension shall be accompanied by a description of the activities previously undertaken by a local governmental unit in fulfillment of the requirements of sections462.355,473.175, and473.851to473.871, and an explanation of the reasons necessitating and justifying the request. Upon a finding of exceptional circumstances or undue hardship, the council may, in its discretion, grant by resolution a request for extension and may attach reasonable requirements or conditions to the extension.
