Subdivision 1.Certain cities and towns; exemption. Each city or town in which a solid waste disposal facility is operating after January 1, 1980, shall be permanently exempt from the payments required by this section, if the facility is a commercial facility disposing of mixed municipal solid waste under an agency permit. Subd. 2.Allocation of debt service. The annual debt service on the council's solid waste bonds, issued under Minnesota Statutes 1990, section473.831, shall be annually apportioned and certified by the council to each county in the metropolitan area, in the proportion that the net tax capacity of all taxable property within each county bears to the net tax capacity of the taxable property in all the counties, except that the apportionment to each county shall first be ad
