The provisions of sections473.501to473.549shall be given full effect notwithstanding the provisions of any law not consistent therewith. The powers conferred on the council under sections473.501to473.545shall in no way diminish or supersede the powers conferred on the Pollution Control Agency by sections103F.701to103F.755and chapters 115 and 116.
