Subdivision 1.Determinations before bonds.
The council shall make all determinations required by sections473.581, subdivision 3, and473.599before it authorizes the issuance of bonds.

Subd. 2.Self-supporting effort.
It is the intent of the legislature that the commission shall, to the maximum extent possible consistent with the provisions of section473.581, subdivision 3, impose rates, rentals and other charges in the operation of the metrodome which will make the metrodome self supporting so that the taxes imposed under section473.592for the metrodome will be at the lowest possible rate consistent with the obligations of the city of Minneapolis as provided in sections473.551to473.595.
