Subdivision 1.Policy. The legislature finds that, for the provision of essential mobility and transportation options in the metropolitan area, for the encouragement of alternatives to the single-occupant vehicle and for the development of transportation service designed to meet public needs efficiently and effectively, there is a need for the creation of transit programs in the metropolitan area. Subd. 2.Goals. The goals of sections473.371to473.449are as follows:

(a)to provide, to the greatest feasible extent, a basic level of mobility for all people in the metropolitan area;
(b)to arrange to the greatest feasible extent for the provision of a comprehensive set of transit and paratransit services to meet the needs of all people in the metropolitan area;
