Notwithstanding any contrary provision of law or charter, any city that contains a border city enterprise zone may, in addition to its other powers, exercise the powers granted to a governmental subdivision by sections469.001to469.047,469.048to469.068, and469.109to469.113. Section469.059, subdivision 15, applies to the city in the exercise of the powers granted pursuant to this section. It may exercise the powers assigned to redevelopment agencies pursuant to sections469.152to469.165, without limitation to further the purposes of sections469.001to469.047,469.048to469.068, and469.109to469.133. It may exercise the powers set forth in sections469.001to469.047,469.048to469.068, and469.109to469.164without limitation to further the purposes and policies set forth in sections469.152to469.165. It
