Subdivision 1.Authority to establish.
The governing body of the county of Koochiching may establish a port authority that has the same powers as a port authority established under section469.049. If the county establishes a port authority, the governing body of the county shall exercise all powers granted to a city by sections469.048to469.068or other law. Any city in Koochiching County may participate in the activities of the county port authority under terms jointly agreed to by the city and county.
Subd. 2.Foreign trade zone.
Koochiching County or any city, town, or other political subdivision located in Koochiching County may apply to the board defined in United States Code, title 19, section 81a, for the right to use the powers provided in United States Code, title 19, sections 81a a
