The human resources director may at any time authorize the transfer of any permanent qualified employee in the classified service from one position to another position in the same class or grade and may authorize the transfer of any qualified probationary employee from one position to another position within the same class and department. The human resources director may also authorize the voluntary demotion of a permanent qualified employee in the classified service from one position to another position in a lower class or grade. In all cases of transfer or demotion, the person to be transferred or demoted must be determined by the human resources director to meet the qualifications for the position into which they will be transferring or demoting and may, at the discretion of the directo
