Subdivision 1.At corrections facility. The board, upon the recommendations of the county administrator and the superintendent, is authorized to establish, equip, maintain, and operate at the corrections facility a factory for the manufacture, processing, repairing, and production of goods, wares, and merchandise and for that purpose to make use of the labor of inmates and to employ a staff which the board determines necessary for the proper instruction and employment of inmates. Subd. 2.Must set procedures for sales, price, service charge. Notwithstanding the provisions of sections373.01, subdivision 1, clause (3) and375.21, the board shall establish procedures for setting the terms and conditions under which the county will either sell the products manufactured or will charge for the pr
