Subdivision 1.Creation. The Human Resources Department is created under the supervision of the director of human resources. Subd. 2.Director. The director shall be appointed by the Ramsey County executive director, on the basis of merit and fitness as a result of a competitive examination, subject to the approval of the county board. The director shall be in the classified service and shall report directly to and be supervised by the Ramsey County executive director. Subd. 3.Responsibilities. The human resources director shall provide personnel management services and assistance to all county departments, enforce any personnel rules and regulations adopted by the county board, and carry out the responsibilities set forth in sections383A.281to383A.301.
