Subdivision 1.Elevator available for inspection. A person that owns or controls a building or other structure housing an elevator that is subject to inspection by the department, shall, upon request, provide access at a reasonable hour to the elevator for purposes of inspection. Subd. 2.Persons required to report. The following persons shall report the information specified in subdivision 3 to the commissioner by January 1, 2008:

(a)any person that, between August 1, 2005, and July 31, 2007, has provided service, alteration, repair, or maintenance to any elevator located in Minnesota;
(b)any person that, between August 1, 2005, and July 31, 2007, has entered into an agreement to provide service, alteration, repair, or maintenance to any elevator located in Minnesota;
