Subdivision 1.Scope. For the purposes of sections299F.72to299F.831;609.48, subdivision 4;609.52, subdivision 3;609.561;609.562;609.563; and609.713, the terms defined in this section have the meanings given them. Subd. 1a.Blasting agent. "Blasting agent" means any material or mixture (1) that consists of a fuel and oxidizer, (2) that is intended for blasting, (3) that is not otherwise classified as an explosive, (4) in which none of the ingredients is classified as an explosive, and (5) when a finished product, as mixed and packaged for use or shipment, that cannot be detonated by means of a number 8 test blasting cap when unconfined.
