Unless otherwise stated, sections260.751to260.835and the federal Indian Child Welfare Act are applicable without exception in any child placement proceeding involving an Indian child where custody is granted to someone other than a parent or an Indian custodian. Nothing in sections260.751to260.835is intended to apply to custody actions between parents or between a parent and Indian custodian.
