Medical assistance and MinnesotaCare prepaid health plans may include coverage for adult mental health rehabilitative services under section256B.0623, intensive rehabilitative services under section256B.0632, and adult mental health crisis response services under section256B.0624, beginning January 1, 2005. By January 15, 2004, the commissioner shall report to the legislature how these services should be included in prepaid plans. The commissioner shall consult with mental health advocates, health plans, and counties in developing this report. The report recommendations must include a plan to ensure coordination of these services between health plans and counties, assure recipient access to essential community providers, and monitor the health plans' delivery of services through utilizatio
