Subdivision 1.Scope. A provider may appeal from a determination of a payment rate established pursuant to this chapter or allowed costs under chapter 256R if the appeal, if successful, would result in a change to the provider's payment rate or to the calculation of maximum charges to therapy vendors as provided by section256R.54. Appeals must be filed in accordance with procedures in this section. This section does not apply to a request from a resident or long-term care facility for reconsideration of the classification of a resident under section144.0724. Subd. 1a.Definitions.

(a)For the purposes of this section, the following terms have the meanings given.
(b)"Determination of a payment rate" means the process by which the commissioner establishes the payment rate paid to a provider
