The commissioner of human services may promulgate rules as necessary to implement sections142A.418, subdivision 2;256.01, subdivision 2; and261.23. The commissioner shall promulgate rules to establish standards and criteria for deciding which medical assistance services require prior authorization and for deciding whether a second medical opinion is required for an elective surgery. The commissioner shall promulgate rules as necessary to establish the methods and standards for determining inappropriate utilization of medical assistance services.
