Subdivision 1.Scope.

(a)The requirements in this section apply to all fair hearings and appeals under sections142A.20, subdivision 2, and256.045, subdivision 3, paragraph (a), clauses (1), (2), (3), (5), (6), (7), (10), and (12). Except as provided in subdivisions 3 and 19, the requirements under this section apply to fair hearings and appeals under section256.045, subdivision 3, paragraph (a), clauses (4), (8), (9), and (11).
(b)For purposes of this section, "person" means an individual who, on behalf of themselves or their household, is appealing or disputing or challenging an action, a decision, or a failure to act, by an agency subject to this section.
