Subdivision 1.Misdemeanor. Any person convicted of violating any of the provisions of sections25.31to25.43or who shall impede, hinder, or otherwise prevent, or attempt to prevent, said commissioner or duly authorized agent in performance of a duty in connection with the provisions of sections25.31to25.43, shall be guilty of a misdemeanor. Subd. 2.Minor violations. Nothing in sections25.31to25.43shall be construed as requiring the commissioner or the commissioner's representative to:

(1)report for prosecution, or (2) institute seizure proceedings, or (3) issue a withdrawal from distribution order, as a result of minor violations of sections25.31to25.43, or when the commissioner or representative believes the public interest will best be served by suitable notice of warning in writing.
