A child or a child's family, as appropriate, who requests mental health services under sections245.487to245.4889must be advised of services available and the right to appeal as described in this section at the time of the request and each time the individual family community support plan or individual treatment plan is reviewed. A child whose request for mental health services under sections245.487to245.4889is denied, not acted upon with reasonable promptness, or whose services are suspended, reduced, or terminated by action or inaction for which the county board is responsible under sections245.487to245.4889may contest that action or inaction before the state agency according to section256.045.
