Subdivision 1.Applicability. This section applies to:

(1)a cooperative electric association that provides retail service to more than 5,000 members;
(2)a municipality that provides electric service to more than 1,000 retail customers; and
(3)a municipality with more than 1,000,000,000 cubic feet in annual throughput sales to natural gas retail customers. Subd. 2.Consumer-owned utility; energy-savings goal.
(a)Each individual consumer-owned electric utility subject to this section has an annual energy-savings goal equivalent to 1.5 percent of gross annual retail energy sales and each individual consumer-owned natural gas utility subject to this section has an annual energy-savings goal equivalent to one percent of gross annual retail energy sales, to be met with a minimum of energy sa
