Subdivision 1.Major utility facility defined. The words "major utility facility" means:

(1)electric generating plant and associated facilities designed for, or capable of, operation at a capacity of 50 megawatts or more;
(2)an electric transmission line and associated facilities of a design capacity of 125 kilovolts or more; and (3) a gas transmission line and associated facilities designed for, or capable of, transporting gas at pressures in excess of 125 pounds per square inch; provided, however, that the words "major utility facility" shall not include electric or gas distribution lines and gas gathering lines and associated facilities as defined by the commission.
