There is established in the agricultural fund an account known as the seed inspection account. Fees and penalties collected by the commissioner under sections21.80to21.92and interest attributable to money in the account shall be deposited into this account. Money in the account, including interest earned, is appropriated to the commissioner for the administration and enforcement of sections21.80to21.92.
