Subdivision 1.Form. Except as provided in this section, state primary ballots shall be printed in the same manner as state general election ballots as far as practicable. A sufficient number shall be printed for each precinct and ward in the state. The secretary of state shall adopt rules for the format and preparation of the state primary ballot. Subd. 2.Blank lines prohibited. At a primary election, no blank lines shall be provided for writing in the names of individuals whose names do not appear on the primary ballot. Subd. 3.Rotation of names. On state primary ballots the name of each candidate for nomination to a partisan or nonpartisan office shall be rotated with the names of the other candidates for nomination to that office so that the name of each candidate appears substantial
