(a)A licensed or approved driver education program may offer online driver education as provided in this section. The online driver education program must satisfy the requirements for classroom driver education as provided in section171.0701, subdivision 1, and Minnesota Rules, chapter 7411. In addition, an online driver education program must:
(1)include a means for the student to measure performance outcomes;
(2)use a pool of rotating quiz questions;
(3)incorporate accountability features to ensure the identity of the student while engaged in the course of online study;
(4)measure the amount of time that the student spends in the course;
(5)provide technical support to customers that is available 24 hours per day, seven days per week;
