Subdivision 1.Forms. The department shall prescribe and provide suitable forms of applications, certificates of title, notices of security interests, and all other notices and forms necessary to carry out the provisions of sections168A.01to168A.31and shall determine the format in which the forms will appear. Subd. 2.Powers; rules. The department may:

(1)make necessary investigations to procure information required to carry out the provisions of sections168A.01to168A.31;
(2)assign a new identifying number to a vehicle if it has none, or its identifying number is destroyed or obliterated;
(3)adopt and enforce such rules as may be necessary to carry out the provisions of sections168A.01to168A.31;
(4)adopt and enforce such rules as the department may deem necessary or appropriate to requ
